All praecipes for the issuance of subpoenas for witnesses in criminal cases must be made in writing to the clerk not later than seven (7) working days before trial. A continuance will not be granted if a witness fails to appear and this rule is not complied with. All parties may cause subpoenas for witnesses to be issued by mail service in a manner and form as is consistent with the rules of service contained in the Civil Rules of Procedure.
